Sheffield Wednesday Deals with Major Issues, Declares Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator David Kogan

The team's current difficulties constitute a "significant problem" and the football regulator is aiming to acquire authority to examine team situations in similar circumstances, its new chair the official has announced.

During an extensive discussion, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four fan organizations associated with the football team in recent days.

The team have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on multiple instances, including in last month.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the great brands for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring the club and similar situations submitted for our review if they need to be investigated and dealt with."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in mid-year, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," the chairman stated.

"In actuality, when you examine the past of football, over the recent generations there have been particular chairmen, a small minority, but particular people who have shown negligence in the manner they have operated their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the oversight body this week and insisted it was a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a huge success story - we've got to keep it going.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the success and growth as an financial organization of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in the past.

The official provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any sort of politics."
